Vítor Coutinho has been working at INL’s BSR department since September 2023, during which he has been a Project Management Officer (PMO) of 3 different INL’s PRR projects, responsible for help the researchers achieve the milestones and deliverables defined in the application, as well as to monitor and report the technical and financial execution to partners and management authorities. He also produces data analysis documents oriented to help the management decision-making process.

He graduated in Economics from the Faculty of Economics of the University of Porto (2012) and has a master’s degree also in Economics, delivered in the same institution, in 2014. Before work in INL, he had been focused in Consulting activities, namely in Financial and Tax incentives and Public Sector. He collaborated in the preparation of several applications for different Portugal 2020 and fiscal (SIFIDE II and RFAI) programs in multiple areas of activity, including automotive, manufacturing and chemical industries, information technologies, consulting, transportation, textile, among other sectors. Moreover, he also participated in the preparation of PRR applications, as well as the management/monitoring of projects funded under those programs.

In Public Sector Consulting, he produced strategic documents for the Portuguese government and strategic action plans for various municipalities.
